In the early morning of 2nd June, 1977, as a conclusion to a long term investigation, Narcotics Bureau Officers raided a flat in Shau Kei Wan, Hong Kong. Inside the premises they uncovered a quantity of equipment normally referable to the manufacture of heroin. While the officers were forcing entry to the premises, a small quantity of No. 3 heroin was seen to be thrown from a window. This was later recovered, together with other traces of No. 3 heroin inside the premises. Two Chinese males and one female were detained inside the premises and later one of the males, YAN Chung-fat (3009/2646/4099) was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. He was later convicted of Possession of Dangerous Drugs and placed on probation for a period of 18 months.

24. On the morning of 12th January, 1977, acting on information, Narcotics Bureau Officers searched a deserted beach near Tai Tam, Hong Kong. Buried under the sand they located 10 jerry cans containing 182 litres of acetic anhydride. No arrest was made and enquiries are continuing.
(S/RB/33/77) 25. On 9th February, 1977, Officers of the Preventive Service on duty at the General Post Office examined a parcel from Bangkok. As a result they discovered 1.149 kilogrammes of cannabis concealed inside a stuffed toy turtle.

On 12th February, 1977, Chinese male Ho Kam-wang (0149/6930/1347) arrived at the post office to collect the parcel, after which he was subsequently arrested. A follow-up search of Ho's residence produced a further 0.004 gramme of cannabis. Ho was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. He was later convicted and sent to a Drug Addiction Treatment Centre.

27. Between 12th and 14th February, 1977, a total of 3.927 kilogrammes of cannabis and 2.255 kilogrammes of No. 3 heroin were seized by Officers of the Preventive Service inside the General Post Office. The drugs were concealed inside five separate parcels of stuffed toys. All the parcels were posted to ficticious addresses in Hong Kong and no arrests have been made.
