I think you are aware of the arrangements under which Peter Law, the Assistant Commissioner of Police from Hong Kong accredited as Counsellor to our Embassy in Bangkok was given responsibility recently for acting as liaison officer for the UK on drug enforcement matters. His terms of reference form the subject of a minute of 18 October from our Ambassador in Bangkok and this was copied to a number of people. In case it did not reach you at the time (I note that FCO are not included in the list of recipients) I now enclose a copy of the relevant papers.
There have been one or two incidents which have caused me a certain amount of disquiet about these arrangements and I enclose a copy of a letter I have written today to Gilbert Kelland, Assistant Commissioner, New Scotland Yard, about the situation. I understand, however, that there are other problems. It has been mentioned to me that, although these terms of reference specify the Central Drugs Intelligence Unit at Scotland Yard as the channel of communication, a number of Peter Law's telegrams on drug trafficking matters have been sent from FCO direct to Customs and Excise without the CRIU being informed. As you will no doubt be aware there is always a danger of misunderstanding and conflict arising between police and customs services in this area and a failure to keep all services apprised of available information is bound to exacerbate the problem. I should be grateful if you would look into this with a view to clearing this aspect of the matter up.
