Many thanks for your helpful response to my letter of

2 June to the Governor. The various documents arrived in good time for the Secretary of State's meeting with Mrs Barbara Castle on 20 June; I am grateful to Roy Henry for bringing them.

2. During the meeting Dr Owen showed Mrs Castle and

Mr David Hallmark (a solicitor associated with the Portia Trust) the following papers:

i) the Commissioner of Customs and Excise memo of

24 February 1978 to the Commissioner of Police;

ii) Inspector Tong's Report of 31 March 1977 (with the exception, as you requested, of paras 15-24);

iii) the Passenger Manifest of Korean Airlines of 17/3/77;

iv) the various telexes exchanged with the Thai and French

customs.

The Secretary of State explained why some of the documents he had been sent had to remain confidential and added that the papers showed that there was nothing improper in the action taken by the Hong Kong authorities.
