CHARTER FOR MR C.H. LEY, ROYAL HONG KONG POLICE,
AS COUNSELLOR (HONG KONG AFFAIRS)
AT THE BRITISH EMBASSY, BANGKOK, THAILAND
Mr Ley is a member of the Royal Hong Kong Police and is seconded to HM Embassy in Bangkok and is responsible to and is to report to the Commissioner of Police, Royal Hong Kong Police, in the discharge of his duties. As a member of the Embassy staff he is subject to the direction of HM Ambassador concerning matters relating to the internal administration of the Embassy and the manner in which he conducts liaison with the Thai and other authorities and agencies.

As Counsellor for Hong Kong Affairs he is
(a) to maintain and develop liaison with the Thai
Government, and in particular the Royal Thai Police, in connection with the suppression of narcotics traffic from Thailand to Hong Kong;
(b) to maintain and develop liaison with other
Embassy Narcotics Liaison Officers, with the United States of America Drug Enforcement Agency at the United States Embassy and with other relevant agencies in Thailand in
connection with the suppression of narcotics traffic;
(c) to maintain and develop overt sources of
information in Thailand, Burma and Laos
regarding narcotics traffic from these areas to Hong Kong;
(a) to collate, process and report on narcotics intelligence obtained from all sources;
(e)
to keep the Hong Kong Government appraised of current developments in narcotics affairs in the region.
Additionally, he will perform the following duties in the role of the United Kingdom Drug Liaison Officer :-
(a) to obtain and forward to the Central Drugs
Intelligence Unit, New Scotland Yard, all information concerning illegal trafficking in narcotics which might affect or be useful to Police Forces in the United Kingdom.
