NARCOTICS: POSSIBLE SECONDMENT OF A
RHKP OFFICER TO RANGOON
Against the background of the vork being
done in Hong Kong to control trade in narcotics, the RHKP have been considering the possibility of a Police Officer being seconded to your Embassy. The idea is that he would have a liaison role similar to that of the Counsellor for Hong Kong affairs, Charles Ley, in Bangkok.

ko formal proposal has yet been formulated. Hovever, we should be grateful for your views of the extent to which such an officer could be expected to get useful cooperation from Burmese officials. Indeed, we should also like to know to-vitat extent Burmese Government agencies might be able to offer any real action or intelligence product from their territorial area of the "olden Triangle". Our Commissioner for Harcotics, Peter Lee, understands that with the reorganisation of U 3 counter-narcotic efforts in the Far East, it is likely that the Burmese may shortly accept further US help, including increased aid in field operations (e.g. equipment, helicopters) and possibly a US narcotics presence in Rangoon.

As you know, there have been some useful contacts with the Burmese Police recently during Brian Slevin's visit to Ragoon and at Interpol meetings. The Deputy Commissioner of Police, Roy Henry, also spent a considerable a.ount of time with Burmese Police officers who recently visited Hong Kong. From these contacts the Police have the
