his connections with the delivery of heroin to the hotel of Yip and Rita.

These documents tend to show that there is more, information available to the Hong Kong authorities in connection with Chan and Yip than was made available to the Thai authorities. Had such further information including what is contained in these documents (and presumably the further information which forms the basis for the opinions expressed in these documents) been available to the Courts then in my opinion there is information which could be used to corroborate the evidence given by Rita Nightingale and for the prosecution of Chan and Yip.

In conclusion, I am obliged to recall that the documents have been of considerable assistance to me and rather than causing me to change my mind have tended to confirm that the approach that you and I have adopted at the present time is worthy of further consideration.

In the circumstances I invite you to refer this matter back to the Foreign Secretary for his further assistance.

You may have noticed in the Guardian of the 6th July a report of the decision of the Appeal Court in Thailand whereby a sentence of six years for possession of 1.5lbs of heroin was increased to life sentence on two foreigners. This indicates the attitude taken by the Appeal Court and must in itself indicate the need for immediate diligence on behalf of Rita Nightingale.
