1. Thank you for your letter (SCR 6/1316/56 III) of 18 October. I welcome the prospect of the second- ment of a police officer from the RAKP to this Embassy provided:

(a) it can be demonstrated that there is a full-time narcotics job to be done; and

(b) that there are clear indications that he will be given cooperation by the Burmese both in relation to the provision of intelligence and in visiting the Burmese part of the

Golden Triangle which alone will make the job worthwhile.

2. I am glad to see from paragraph 3 of your letter that the Hong Kong Police themselves think that the appointment of such an officer would be welcome to the Burmese. I have no reason to doubt this. Never- theless, I think it should be investigated before we go any further. To carry out such an investigation I should like the Counsellor for Hong Kong Affairs in Bangkok to visit Rangoon as soon as his Ambassador can spare him. You may recall that there is previous correspondence on this subject. I mooted the idea of such a visit in my letter to Smith in South-East Asian Department of the FCO of 14 June (copied to Wilson, Political Adviser, Hong Kong).
