I have discussed Mr Duncan's submission with Mr Walden. We think it would be helpful for the Secretary of State if answers could be provided, for his information, to the questions posed by Mr Lyman. I recognise that most of the answers are in the memoran- dum but the Secretary of State will not have time to cross-check from one to the other.
The submission itself involves a great deal of reading for the Secretary of State. Is there any possibility of cutting it down somewhat?
