HONG KONG : MP's LETTER : MR GORDON BAGIER MP

who is at present serving a sentence of imprisonment in Stanley Prison, Hong Kong.

in the Royal Hong Kong Police Force until he was dismissed on 30 June. His dismissal followed his conviction on charges of conspiracy in August 1977 and the rejection of his appeal in April of this year. In his letter to Mr Bagier he alleges that he was "framed" by the Independent Commission Against Corruption and that he has little chance of obtaining justice in Hong Kong.

3. We have written to the Hong Kong Government asking for details of the case. In the meantime I recommend that Lord Goronwy-Roberts should send an interim reply on the lines of the attached draft.
