SAFE CARE REGISS

INWARD LETTER

31st October 1978

Dear Sirs,

In reply to your letter of 19th October, I should first of all make it clear that the police officers to whom you refer were not dismissed from the Police Force. Their services were terminated under Colonial Regulation 55 and each officer was in fact informed that, in accordance with that regulation, the Secretary of State had signified that it was the pleasure of the Crown that he should cease to hold office under the Crown.

For

I make this point to emphasise that termination of service under Colonial Regulation 55 is not the same thing as dismissal. It can also have quite different effects. instance, by virtue of Colonial Regulation 63, an officer who is dismissed forfeits all claim to any pension, gratuity or other like benefits and to any other benefits or advantages of an officer. All the officers concerned vere granted such leave, pensions or gratuity as they had earned; they were

also permitted to remain in Government quarters for up to six months.

I regret that it is not possible to let you see the papers which were sent to the Secretary of State or to give you a brief statement of any allegations that may have been made against your clients. Under Colonial Regulation 55 no special formalities are required and it is not in the public interest to disclose the reasons on which the Crown reached its decision in any particular case.

Yours faithfully,

Ar

(A.J. Hunter)
