that those files disclose sufficient grounds for the application of CR55. He has agreed on the criteria to be adopted.
4. In respect of 1 cases (List B.attached) I am not satisfied that there are sufficient grounds to discharge the officer concerned
under CR55 and I have referred the files to Hong Kong either for further information or to tell them that I am not prepared to recommend discharge to the Secretary of State. The Secretary of State has asked that any doubtful cases be referred to Lord Goronwy-Roberts. There are no doubtful cases in Tist A. List B, as well as containing the names of those officers in respect of whom we consider the evidence insufficient, contains, also the names of those cases which raised doubts and which have been referred to Hong Kong for further
information.
5. I recommend that the Secretary of State authorize me to convey to the Government of Hong Kong the pleasure of the Crown that the officers listed in List A should no longer hold office. It is the intention of the Government of Hong Kong that each of these officers be treated as if he were retiring normally from the Crown Service. They will, therefore, be granted such retirement benefits, pensions, etc. as would normally accrue.
