MOOD is written for senior officers who are familiar with the general background of life in Hong Kong, who have experience of contact with the public themselves, and who are familiar with up-to-date news of Government interest. Its objectives remain a sounding of public opinion and an assessment of public reactions, attitudes and feelings in appropriate instances. Heads of Departments are asked to ensure that their copies of MOOD are circulated selectively and stored securely at all times.

There was widespread knowledge of the visit because of media publicity.
Reaction varied significantly with the socio-
economic and education background of the respondents. (c) Many respondents showed relatively little interest or
even an attitude of indifference because:-
(ii)
(i) very few people knew the EXACT purpose of
the advisers' visit. Responses showed very garbled and confused impressions; this visit was commonly viewed as the Government's measure to show accountability to the public as a result of adverse criti- cism arising from the amnesty i.e. a

necessary post-mortem. There was scepticism as to whether the visit would result in
anything of great consequence "now that the crisis is over".
the issue was over-shadowed by the much more sensational issue between the mafoos and the Royal Hong Kong Jockey Club; and (iv) the media gave the issue a reasonable
amount of coverage but did not initiate a great deal of interest or comment.
