I would like to express my admiration or the masterly way in which you carried out your delicate and demanding assignment here, and to send you my thanks for the very fine work which you have done in Hong Kong. The successful accomplishment of the first stage of the important and difficult task with which we confronted you is now behind us. The quiet and reassuring way in which you set about your work on your arrival, and the advice which you have since offered to Brian Slevin and the Force, have helped to improve morale and the self respect of the Police after the events of October/November last year.
I have no illusions about how much work still needs to be done, or about the extent of the problems that remain, but I am sure that with your help we are now on the right road. It is now up to us to keep up the pace and follow it. In this we shall be greatly encouraged (and I am personally reassured) by the knowledge that we can look forward to a return visit sometime in the New Year. As you know I have already discussed this with Sir Colin Woods, and am now writing to him to make a formal request for your services.
Bim Davies has written to Alfred Wallem on behalf of the Hong Kong Government, but I would be grateful if you could pass on to him and to Eric Humphrey my personal thanks for this most valuable work during their time here.
In case you have not seen it, I enclose a copy of the report on your press conference not have been better.
