be filled by officers recruited from the UK, include a Deputy Commissioner (to be filled by Major-General Purdon) and a Senior Assistant Commissioner (probably to be filled by Mr J Over, Deputy Chief Constable of Dorset).

b) Pay and Housing:

A review of duty allowances, overtime and pay scales for rank and file officers, and the provision of housing for all rank and file officers. These proposals, which have implica- tions for the whole of the Civil Service in Hong Kong are

still under consideration.

c) C ID:

A reduction in the number of specialist units at C ID Headquarters, the provision of additional vehicles and communications equipment and the introduction of a new shift system in all urban Divisions. These recommendations have been accepted and are already being put into effect.

a) Discipline and Complaints:

Strengthening of the Complaints Against the Police Office (CAPO) and widening of its powers. These recommendations have been accepted with minor modifications.

Training:

A greater emphasis on training with improved firearms and language training, a permanent Detective Training School and increased accommodation at the Police Training School. These recommendations have been accepted, subject to the necessary financial approval.

f) Promotion and Entry Standards:

The team commented favourably on the new entry standards for expatriate inspectors but recommended the introduction of a higher minimum age and more demanding promotion examinations.

They also expressed concern that local officers were not being promoted in proportion to their numbers. The implementation of these recommendations is still under study in Hong Kong.
