He then indicated that he wished to develop the association with the Inspectorate of Constabulary in the Home Office, that he felt that I had insufficient time to carry out regular inspections of the Hong Kong Police Force in depth and inferred that my role would be in support of the HMI at the FCO.
10. Here again, I detect signs of confusion in resolving the problem as to how best to monitor the regeneration of the Hong Kong Police Force. Does the Governor intend that the Home Office should assume responsibility of advising the Secretary of State on Hong Kong Police matters? Sir Colin Woods has already expressed views to me privately that he does not want his office to appear to usurp FCO functions.

I have no personal axe to grind in the matter as I am already fully committed in many other areas and accept the fact that I cannot spend more than 2-3 weeks every other year in Hong Kong but submit that the Governor's anxiety for over-dependence on the Home Office must surely impinge on Ministerial responsibilities.
