REVIEW OF ROYAL HONG KONG POLICE FORCE

1. I am writing to confirm our telephone conversation of 23 October about the proposal that Jim Crane should return to Hong Kong for a period of 2-3 weeks next April to follow up his review of the Royal Hong Kong Police Force. You con- firmed that this should be possible.

2. This is some months later than originally anticipated: we are sorry if the postponement has caused you any incon- venience. It was made necessary by the delay in the change- over of Police Commissioners in Hong Kong. As you are already aware, it has now been decided that Roy Henry should succeed Brian Slevin: for various practical reasons, the change cannot take place until the end of February. The Governor therefore suggested that Crane's visit should be held over until April, by which time Henry will be well into the saddle and will be in a position to discuss progress on the implementation of Crane's recommendations and consider modifications and future plans.

3. Thank you also for undertaking to inform Pain that he has not been selected for the Commissioner's job this time round. I am sorry he was kept waiting so long for a decision: it was not an easy one, and was only finally taken arlier this month after considerable discusion. The Governor is writing to you and to Sir Robert Armstrong to thank you for all your Eelp. In the meantime, we would be grateful if you could continue to treat the information about Brian Slevin's departure and Roy Henry's taking over as confidential: the change will not be announced in Hong Kong until the beginning of December.
