Associations Consultative Procedures

1. 'It should be accepted that the representative

associations have been established to consider and bring to the notice of the CP and, as necessary, the Government, all matters effecting the welfare, morale, conditions of service and efficiency of their members, other than questions of discipline and promotion effecting individuals (para. 1).

Consideration should be given to adopting in the RHKP procedures similar to those followed in the UK whereby associations submit resolutions to the Chief Officer quarterly, he replies to each of these, and details of the resolutions and replies are circulated to the ranks concerned and Her Majesty's Inspector of Constabulary (paras. 5-7).

The draft paper on consultative council's announced by the DCP on 22nd December 1977 should be produced by PHQ as soon as possible (para. 9).

Consideration should be given to extending the procedure whereby a representative of SCS attends meetings of the SCC (para. 10).

A senior member of ICAC should talk to the committees of the Police Staff Associations to discuss the difficult tasks facing the ICAC, and perhaps the ways in which relationships could be improved (para. 10).

A monthly or quarterly meeting attended by the Directorate of each Force should be convened with the object of resolving difficulties and developing joint policies (para. 9).

with SCC

b) CSB attendance at meetings with

JCC and JPOA

c) minor constitutional changes to

staff associations and consultative machinery being considered
