Training
The number of recruits in training should not exceed the designed capacity of the PTS (paras. 2 and 9(i)).

The revised Force training mannual, now in preparation, should be produced as quickly as possible (paras. 5 and 9(vi)).
3. Language teaching resources should be improved
and extended (paras. 7 and 9(xi)).

Consideration should be given to the provision of audio-cine equipment and other training aids (para. 14(vi)).

Promotion System
To aid study, voluntary classes should be . organised and up to date Force manuals and other aids made available (para. 13).
The attention of selection boards should be drawn to the fact that local officers are not being promoted proportionate to their numbers, and allowances should be made that they are not being interviewed in their own language and may lack self assertion (para. 21).
Consultative Document No. 13 Emergency Units

Consideration should be given by the proposed Management and Development Branch to decentra- lizing the Units and providing 999 cars in each Division (paras. 7 - 8).
Action to be taken in conjunction with Manuals Section (Consultative Document No. 4). CP to report in January 1979.
Education Department evening classes for potential officers commenced in September. British Council English Language courses to commence in November. New language training facilities will be provided (C.D. No.10). CP to report in January 1979.
