Consultative Document No. 1 - PHQ Organisation

1. The duties of many staff officers should be

carefully studied to establish whether or not the work they are doing really requires the expertise of a senior superintendent or superintendent (para. 10).

A period of consolidation should now follow, with teams from the Management Services Dept. looking at all aspects of organisation and in particular the deployment and use of -man- power (para. 12).

3. Once agreement has been reached on the format of the HQ structure at senior officer levels, the ACP of the various departments and his senior staff officers should be directed to define the numbers and areas of responsibility of the police officers they require and the clerical support thought necessary (para. 13).

A Management Services team should look critically at the deployment of staff in order to increase ground coverage (paras. 3-6).

All inspectors should spend a reasonable amount of time with a sub-unit, and should be allowed adequate handover time with their successors (para. 11).
