You spoke to me about the so-called "Elliott/Sanguinetti report" which appeared in the South China Morning Post of 10 April and of which I enclose a copy. Before I reply I would be glad to know whether you have any comments on the sidelined passages marked (1) which refer to the problems facing your UMELCO Committee investigating complaints. Of course at the time of Mrs Elliott's report she was unaware of the proposed reform of CAPO and of its terms of reference. I also suspect that she is quite unaware of the scope of your Committee's work or of its system of random checks.
