I respectfully beg to report to Your Majesty that the Minister of State, Lord Goronwy Robert and Foreign Affair Minister Dr. David Owen, both willfully and maliciously have excised my affidavit by_fabricating a false story in a letter to Mr. Christopher Price M.P. to smear my reputation and to suppress and to conceal the heinous and criminal activities of

up the savage and outrageous violations of fundamental human rights to entitle every innocent defendant to an open court trial and to put up a defence through the due course of lawful proce- dure in charge by a qualified judge. I have written many letters to the two defendants in protest and in explanation without any success and without any response. Their vicious and incorrigible temperament leaves me no choice but to file a Writ of Summons for libel against them in the High Court of Justice.

On August 14th, 1978, when I served the Writ on the two defendents in the Commonwealth Office, they refused to accepted it. A man named J.Thompson said to me: "We will write a letter to Mr. Christopher Price to make apology and we will do whatever you want us to do. It is silly to go to Court. I said: I have no ill feeling toward the defendants. A letter of apology would not rehabilitate my reputation. Nothing short of an open court trial would clear up

Officer of Treasury Solicitor Office to be my legal adviser in prosecuting this case. As Minister of State and Foreign Affairs Minister could have the free service of Under Secretary (Legal), Mr.D.A. Watson as their lawyer, so I should also have the same help in the legal procedure because I am unable to afford a lawyer. On the equal basis of treatment, it is only fair for me to ask your help. I have been the victim of having no lawyer. (2) To allow me to ask the High Court of Justice to have an open

court trial by jury system. There is a persistent rumour that Lord Goronwy Roberts and Dr. David Owen would use their political power to dismiss the Writ of Summons by evading an open court trial. This is very unfair because nothing short of an open court trial could clear my name. I have been a victim of having no open court trial. In Hongkong, the corrupt agistrate has used duress, coercion, extortion, blackmail, intimidation, riot, and reign of terror to scare me into silence by evading an open court trial and by depriving me of my right to put up a defence in order to cover up the truth of the injustice.
