It is unrealistic to expect a supervisor to exercise direct management, leadership and supervision of too large a number of junior officers. The precise span of direct supervision must be decided in the light of the particular circumstances of the job, but clearly it should not range beyond the effective compass of the supervisor.
Realistic Goals
Officers can only be accountable for what they can realistically achieve. It is unrealistic to hold an officer to be responsible for failure to achieve unrealistic objectives; e.g. failure to enforce an unenforceable law.
6.4 These broad prerequisites can be broken down and described in terms of the
essential elements in a management system which must exist if accountability is to be practised.
6.5 Each Supervisory officer must be clear as to :

his duties and functions;

whom he is directly accountable to above;

the staff he is directly accountable for below;

the formal delegation of authority made to him, for which he is accountable.
This information should be provided in any written "job description" for supervisory officers, which has been drawn up by consultation between the officer and the officer he is directly accountable to above. The job description should always be up to date and should be regularly reviewed in consultation between the two officers. Job descriptions constitute the charter of individual officers and are an essential management element. In the course of this assignment and other Corruption Prevention Department assignments, it was noted that the design and formulation of job descrip- tions varied widely from unit to unit, and Department to Department. promote a uniform, and higher standards, there might be scope for Cen ral Government to aim at some form of standardisation,

a well-defined management/command structure which, as far as possible, avoids overlapping or obsoure division of responsibilities, either vertically or horizontally;
a communication system which facilitates the flow of directions, information, knowledge and thinking from the top to the lowest supervisory levels and, equally important, the reverse flow to the top of information and opinion on problems at the lowest operational levels;
