5.19 Looking to the Future
There are good reasons for believing that in recent years there have been clear changes in some of the attitudes described in the preceding paragraphs. The public agitation for an independent body to deal with corruption, resulting in the creation of the I.C.A.C., was an indication of a growing public revulsion against corruption. It can be concluded that the social environment that once sustained the double standard in relation to corruption is gradually changing. Given continuing education, backed up by the efforts of the I.C.A.C. and of Government departments, those who contribute to this double standard should, in the not too distant future, become a small minority. The leaders in Government, particularly Heads of Departments, must bear responsibility for motivating staff, for the integrity of staff, and for incorporating corruption prevention measures in staff training.
5.20 Within this changing social environment, a new generation of young
officers is entering Government departments which will not have been tainted by the era of double-standards towards corruption. Thus one of the basic conditions for any form of syndicated corruption should largely be removed. Hong Kong has had to accept that corruption is widespread, and there is a general and developing readiness to tackle the problem by reporting corruption and taking preventive measures. It is for the Administration to set an example in tightening its managerial and supervisory procedures in order to foster public awareness and confidence.
In order to enable the I.C.A.C. to have a better understanding of the.... present position, the Community Research Unit of the Community Relations Department has conducted a "Mass Survey" of community perception and attitudes towards corruption and the Commission's efforts. The findings of this survey are at present being analysed, and whilst it might be premature to draw any specific conclusions, one significant finding is that there is almost unanimous agreement that the fight against corruption should continue.
