3.25 Management Review

Of equal importance to control, is the need to review the operation of the processes of planning and control within departments. In this respect, the concept of Management Review recently promulgated by the Secretary for Administration is described.
3.26 Since 1973, the Management Unit of the Government Secretariat has been
responsible for implementing the programme planning and annual operating planning concepts recommended in the report of McKinsey & Co. In 1976 a development plan was prepared covering all Government departments. This development plan is a statement of Government's policy objectives, the consequent future demand on resources, what is being done to meet this demand and the various courses of action which could be taken to meet any shortfall. During this implementation period, the need for a broader approach to improving management effectiveness in Government has been recognised. Until recently, those parts of the Government dealing with management and resource problems have been fragmented but with the recent amalgamation of the Organisation and Methods Division and the Management Unit within the Administration Branch to form, with Data Processing Division, a Management Services Organisation, the basis now exists for a more integrated approach. It has been decided that one of the techniques
to be adopted within this integrated approach will be that of managment review.
3.27 The purpose of a management review will be to help a department to improve
the effectiveness of its organisation and management, to enable it better to achieve its policy objectives, including the planning and control of its resources. It can be viewed as a way of monitoring a department's efficiency without diminishing its responsibility. The task of the Management Services Organisation will be to assist the department in collating and analysing information as to how the department should be organised and operated, which will include reconsideration from first principles of matters which may have been taken for granted. The management review will be a joint venture in which the problems of the department will be looked at systematically and analytically by a team made up cf members of the Management Services Organisation and members of the department concerned.
3.28 A management review will be an in-depth examination of a department, its
aims and its resources. It will generally cover the following areas

Policy Objectives
To appraise and report on the department's interpretation of policy objectives set by the Policy Branch and the dissemination of those objectives within the departmental management.
Operational Objectives
In the light of .1, to assess and report on how policy objectives are being implemented, or are being planned to be implemented, as reflected by the operational arrangements for carrying out the necessary work within the department.
Organisation
To examine and report on the organisational structure within the department and its adequacy to meet the functions which require to be performed in meeting departmental objectives.
