Arrangements for the prisoners' return (by the Military Authorities under Military escort) to the United Kingdom would be made with as little publicity as possible. Should the removal become known, however, there may be adverse comment from the general public and from the media. The prisoners' death sentences were commuted and this is always a controversial subject in Hong Kong. There may also be cri- ticism in this case of apparent disparity of treatment between European and local prisoners. Criticism can be answered by emphasising the humanitarian reasons for the transfer and the fact that the removal is in accordance with previous practice in cases involving members of HM Forces.
