ensure that eligibility is properly established; however, the law at present does not provide any means of discouraging persons being cleared from making false statements. Amendments are proposed to the Ordinance to facilitate survey work and to dis- courage the provision of false information during screening.

Proposed Amendments

The principal features of the bill are:

Clause 3(b)

The Authority is given the power to demolish without prior notice any structure which is either in the process of being erected or which has been erected but is not being regularly and actively used. The intention is to nip the problem in the bud by early demolition of a structure before it can be sold to

an occupier.

Clause 3(d)

A new offence is created in respect of persons engaged in or directing the erection of a structure on unleased land. This would give Government powers to deal with people who are actively engaged in the business of erecting such structures for sale.

Clause 4

The heading of Part IV of the Ordinance is altered to reflect the remedial nature of the amended section.

Clause 5(a)

This amendment provides a summary remedy against unauthorised conversion of lawfully erected structures on land leased or occupied under licence for agricultural purposes,

Clause 6

Under this new section the Authority is given powers to enter and inspect structures on leased land, or land occupied under licence, for the purpose of ascertaining any breach of lease or licence, and to facilitate the work of surveying and interviewing involved in clearances. This work is impeded when officers are refused entry to property.

Clause 7

This amendment creates a new offence in respect of false statements made under the Ordinance.
