The development of Area 7C Sha Tin New Town to provide sites for cultural and commercial uses in the town centre requires the acquisition of 24, 248.5 m2 (261,010 square feet) of private land comprising 22, 423.7 m2 (241,368 square feet) of agricultural land and 1,824.8 m (19, 642 square feet) of building land together with the buildings thereon, situated to the south of the Sha Tin Railway Station in Area 7C.

The Director of Public Works has accordingly recommended the acquisition of the private land involved so that development of Area 7C may proceed. Site formation is due to start in August 1978 and forms part of the Sha Tin New Town Stage I Phase II package 8, works which are in Category A of the Public Works Programme under Item NDE 2(13).

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the private land to be resumed is the minimum necessary to implement this project and recommends that three months' notice of resumption should be given. The total cost of resumption and compensation is estimated at $6. 2 million and funds are available in the approved project estimate to meet this commitment.

The clearance will involve payment of compensation for crops, fruit trees and bamboos, ex-gratia allowance for cultivators, ex-gratia disturbance allowance for pig and poultry breeders and compensation for the removal of irrigation pipes, fences and wells.

70 temporary structures (49 on Crown land and 21 on private land) used for domestic purposes will have to be cleared. These temporary structures are occupied by about 80 families who, if found eligible, will be offered public housing in Sha Tin. Families not eligible for public housing will be offered space in a temporary housing area in Sha Tin. Ex-gratia domestic removal allowance of up to $1,000
