As indicated in note XCRI(77)19, for those ex-licensees who have already agreed to the new rates, appropriate reductions will be made in the next year's rental. In addition, the principle of staging will be retained should the standard short term tenancy rental be increased subsequently on review. Because of limited staff resources in the Crown Lands and Survey Office, conversions of licences will proceed as staffing permits.

There are also many cases where Crown land has been, strictly speaking, illegally occupied and no previous attempt has been made to put the occupants on licence. Clearly, it is very desirable that these should also, wherever possible, be put on the same form of tenure as ex-licensees. It is proposed that the tenancy rentals should also be introduced in the same stages as are proposed above for ex-licensees, i.e. as in paragraph 3 above.

Publicity

It is not considered that widespread publicity is necessary. However, steps will be taken to ensure that full details of the imple- mentation scheme to reach standard rentals are given to those affected by the conversion of their licences to or the regularisation of their occupation of Crown land by short term tenancies.

Advice sought

Honourable Members will be asked to advise whether the scale of increases indicated in the table in paragraph 3 should be adopted in cases where Crown land licences are converted to short term tenancies and in cases where the illegal occupation of Crown land is regularised by short term tenancies.
