Area 51 of Tuen Mun New Town is zoned for Govern- ment, Institution and Community use, Part of the land formed will be developed for the proposed Tuen Mun District Hospital. The development of Area 51 forms part of the Tuen Mun New Town engineering development stage IIB, package 18 works, in Category A of the Public Works Programme. Engineering work is scheduled: to commence on Crown land towards the end of May 1978 and site formation works will take 15 months to complete. To enable site formation to take place, the acquisition of certain private land is necessary.

The Director of Public Works has accordingly requested the resumption of 116, 485.5 square metres (about 1, 253, 841 square feet) of private agricultural land and 9, 533, 3 square metres (about 102, 617 square feet) of building land together with the buildings thereon in Area 51 of Tuen Mun New Town, to implement site formation works.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land involved is the minimum necessary to implement this project. Com- pensation for resumption and clearance is estimated at $32.04 million and sufficient funds are available within the approved project estimate to meet this commitment.

The clearance will cover both Crown land and private land and will involve payment of compensation for crops, fruit trees, beehives, graves and bonepots together with ex-gratia allowance for cultivators and ex-gratia disturbance allowance for displaced pig- breeders and poultry farmers. Payment of 'Tun Fu' ceremonial fees as well as compensation for miscellaneous items (accommodation works) will also be necessary.
