Certain private land as detailed in paragraph 2 below must be acquired to permit site formation to provide land for a public housing estate in Area 2A, Sha Tin New Town, Government, institution and community uses in Area 2D, district open space in Area 2K and associated access roads and services in these areas. These projects form part of the Sha Tin New Town stage II development and are included in Category A of the Public Works Programme under Item No NDE 2(21). Site formation works, due to commence in December 1978, will take about 18 months to complete. The formed land will be allocated or disposed of as soon as formation and engineering works have been completed.

The Director of Public Works has accordingly requested the resumption of 170, 802. 1 m2 (about 1, 838, 517 square feet) of private land comprising 170, 529,3 m2 (about 1,835,581 square feet) of agricultural land, 40.5 m2 (about 436 square feet) of building land and 232.3 m2 (about 2, 500 square feet) of land registered as "grave" in Areas 2A, 2D and 2K, Sha Tin New Town.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement the project and recommends that three months' notice of resumption is to be given. All occupiers of the land have been aware of the impending resumption and clearance since the beginning of this year. They will be formally advised when resumption notices are posted.

Compensation for resumption and clearance is estimated at $43 million. Sufficient funds are available within the approved project estimate to meet this commitment. Ex-gratia domestic removal allowance for displaced families and ex-gratia allowances for industrial undertakings will be paid from the compensation vote of the Housing Department under which funds are also available.
