Clear Water Bay Road is the only vehicular access to Jun Bay. Road improvement works are essential to cope with the large numbers of heavy refuse vehicles which will need to use the road when Junk Bay Controlled Tip is opened in about October 1979. The road improvement works have been divided into two stages. Stage I, from Pik Uk to Hiram's Highway, commenced in November 1977 and will take about eighteen months to complete. Stage II, from Pik Uk to Anderson Road, has met with certain local fung shui objections. To avoid delay, the Stage II works have been split into two phases. Phase 1 comprises the alteration of the alignment, width and level of the part of Clear Water Bay Road between Pik Uk and Clear Water Bay Apartments to provide a dual lane carriageway. These road works were authorised by the Governor under section 6(2)(a) of the Streets (Alteration) Ordinance (Chapter 130) on 12th August 1978 but before the engineering works can commence, it is necessary to acquire certain private agricultural land beside Clear Water Bay Road as detailed below. Provided that the fung shui objections can be resolved, Stage II works as a whole are expected to take fifteen months to complete if work on phase 1 starts in November 1978. This project is in Category A of the Public Works Programme.

The Director of Public Works has accordingly requested the resumption of 2, 294.7 square metres (about 24, 699 square feet) of private agricultural land at Pak Shek Wo, Sai Kung, New Territories for the Stage II phase 1 road improvement works which cover the section of Clear Water Bay Road from Pik Uk to Clear Water Bay Apartments.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $455,000 and funds are available in the approved project estimate to meet this commitment.
