meet this commitment. The cost of ex-gratia domestic removal allowances and ex-gratia allowances for commercial and industrial undertakings and aquaria is estimated at $3, 115, 000 and will be paid from the compensation vote of the Housing Department under which funds are available.

The clearance will involve payment of compensation for crops, fruit trees, fish ponds, fences, wells, irrigation pipes, removal of 25 urns and a shrine, together with ex-gratia allowance for cultivators and ex-gratia disturbance allowance for displaced pig-breeders and poultry farmers.

112 temporary structures (5 on Crown land and 107 on private land) used for domestic purposes will have to be cleared. These structures are occupied by about 95 families, who, if found eligible, will be offered either public housing or space in a temporary housing area in Fanling. Families not eligible for public housing will be offered space in a temporary housing area in Fanling. Ex-gratia domestic removal allowance of up to $1,000 per family may be payable to displaced families. Genuine cultivator-families who opt to continue cultivation elsewhere may be eligible instead for an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority for public housing.

In addition to the 112 temporary domestic structures mentioned above, a total of 3 23 other ancillary temporary structures including 17 shops, 44 workshops and 9 aquaria will have to be cleared. The operators of the affected undertakings will be offered ex-gratia cash allowances in accordance with current policy as stated in paragraph 3 above.

The institution of formal resumption proceedings is re- commended in the event that agreement cannot be reached with the landowners for voluntary surrender of their land and in order to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the boundaries of the Sheung Shui/Shek Wu Hui/Fanling Outline Zoning Plan, landowners affected will be offered the alternatives of land exchange entitlements on Letter B terms and/or cash compensation. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are taken up.
