on Cheung Chau Island together with an ex-gratia rehabilitation allowance of $5,000 as there is neither a public housing estate nor a temporary housing area on the Island.

In addition, 3 other temporary structures presently used as boatyards will also have to be cleared. The owners, if found eligible, will be offered ex-gratia cash allowances in accordance with current policy by the Director of Housing.

Negotations to obtain voluntary surrender of the private land are in progress but the institution of formal resumption pro- ceedings is recommended to avoid any delay which may be caused by succession difficulties and absentee owners. As the land to be resumed lies within the Cheung Chau rural town where package developments are implemented, the owners of agricultural land will be offered the alternatives of land exchanges within the Cheung Chau rural town at a ratio of 5:2 with possession of sites deferred until the land is formed under the Package 4 works. The owners of building land will similarly be given the choice of a foot-for-foot land exchange or cash compensation. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are taken up.
Since construction work within the area affected by this resumption is due to start in November 1978 on Crown land, two months' notice of resumption is recommended.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether B the resumption of the lots listed at Annex B is required for a public purpose, namely Cheung Chau development package 4, stage 1, engineering works.
