On 18th October 1977, having considered memorandum XCC(77)78 (Annex A), the Council advised and the Governor ordered that an industrial estate should be developed at Yuen Long in the area indicated on the plan attached to the memorandum, subject to:

the approval of resumption of private land affected;

the approval of the necessary funds by the Finance Committee of the Legislative Council;

the approval of the basic conditions of grant to the Hong Kong Industrial Estates Corporation; and

flexibility being retained over Stages II and III

of the proposed estate for the time being.

Consequent upon a final detailed investigation of the engineering requirements by the Corporation's consulting engineers, the boundaries of the project have been revised as shown on the attached plan (Annex B). The major changes may be summarised as follows:

(a)

exclusion of borrow area 'C' because of

strong fung shui objections, the high cost of clearing graves and the unsuitability of the fill material itself;

establishment of a new borrow area with

access road at Shan Ha to the south of Yuen Long Town;

(c)

provision of an additional access road

linking the western part of the estate to

the main approach road to the south;
