On 3rd January 1978 Honourable Members considered memorandum XCR (78)11 (annexed) and the Governor directed that an information note should be circulated explaining the position with regard to 458 to 474 Queen's Road West and 7 to 12 Chung Sing Street.

These properties are situated within an area zoned as public open space on the approved Urban Renewal District Outline Zoning Plan. Subsequently Government began negotiations with the owners to acquire the properties. They were acquired by negotiations from the owners on 1st November 1973 for a total of $27 million. The land has accordingly been Crown land since that date and the annotation on the plan annexed to memorandum XCR (78)11 should have made this clear.

Site clearance was, however, delayed by lack of Govern- ment funds for tenants compensation and the non-availability of public housing for the occupants of the 26 houses on the site. Approval was given to the payment of ex-gratia compensation in December 1976 and notices to quit the premises were given in February 1977. Rehousing of the eligible families began in June of the same year.

The properties have now all been vacated and compensa- tion payments made and the rehousing of the tenants completed. The buildings in the area will shortly be demolished prior to handing the area over to the Urban Council for development.

In order to maximise the use of the site, the Urban Council intends to seek planning permission under section 16 of the Town Planning Ordinance to build an indoor games hall on the site with its rooftop for use as an open space.
