As a condition of the agreement, it should run for a minimum of 7 (and preferably 10) years;
The terms of any proposed agreement should be put to Executive Council and to Finance Committee on 9th December before any final agreement is concluded with HMG;
(i) No announcement relating to any agreement should be
made without further reference to Executive Council, which should have an opportunity to advise as to the date of any announcement;
(j) Any announcement by HMG of the imposition of further restrictions on the import of Hong Kong products would be gravely embarrassing for the Hong Kong Administration and Unofficials who had to obtain public acceptance of the agreement, particularly if there was not a substantial interval between
announcements of a new Defence Costs Agreement and any such restriction;
(k) Reference should be made in the Memorandum of Under-

standing
(i) to HMG's commitment to the integrity and
security of Hong Kong; and
(ii) to the undertaking of HMG to reinforce the
garrison in Hong Kong where necessary;
As a condition of agreement, a comprehensive examination of the complement and costs of the garrison should be carried out by both Governments in 1977-78 or 1978-79.
Members noted that detailed fresh plans for the future use of Kai Tak and Victoria Barracks would be presented to Council in due course and that these plans
would include proposals for the use of Flagstaff House, after its vacation by the Services.
