DEFENCE COSTS AGREEMENT
(SCR 5/62 VII)
The Council considered memorandum XCS(75)6.
The Council advised and the Acting Governor ordered that the following advice should be conveyed to the Governor'

Victoria Barracks should be vacated as proposed in paragraph 8(a) of the memorandum, save that Members also expressed the strong opinion that the Agreement should contain provision for the surrender of the Flagstaff House area;
RAF Kai Tak should be vacated as proposed in paragraph 8(b) of the memorandum;
As a condition of the agreement, the whole of RAF Kai Tak should be evacuated (except for the RHKAAF area);
As a condition of the agreement, the Memorandum of Understanding should include provision expunging any existing agreements whereby the Hong Kong Government is required to compensate the UK Government for buildings, installations, other fixtures or the land itself, when released by the services;
The MOU should contain a list of all land to be released by the services (including Sai Kung and Dodwells Ridge) and the dates of releases;
As a condition of the agreement, the contribution by the Hong Kong Government of 62% in 1977/78 should be made conditional upon the release of Kai Tak before 31st March 1978, and the contribution by the Hong Kong Government of 75% in 1978/79 should be made conditional upon the release of Victoria Barracks before 31st March 1979;.
