and Queensway/Queen's Road East, but exit into Cotton Tree Drive should be prohibited to prevent such road being made a traffic artery between Wanchai and Mid-levels.
(j) Members endorse the proposal by the Szeto Committee
in "Plan A" to realign Kennedy Road to eliminate two bad bends, namely:
(k)
(i)
(ii)
to the east of the Hermitage, which Members consider will be best achieved by constructing a short tunnel; and
in front of the Hong Kong Electric Company's Head Office. As far as this bend is concerned, Members agree that Kennedy Road should be realigned so as to eliminate the U bend altogether, either by a viaduct as shown in the attached plan, or by filling in the land within the U bend.
Contrary to the proposal of the Szeto Committee in "Plan A", the "existing club house and pool" along the eastern boundary of the Barracks should not be retained and the area where they are situated should be zoned for commercial/residential use as an integral part of the larger area fronting Queensway, referred to in para. 5(g) above.
(1) Having regard to UMELCO's public accountability,
Members consider it as fundamental that the capital and recurrent revenue realised from sales of parts of Victoria Barracks, Kai Tak and other land released by the Ministry of Defence, should generate sufficient recurrent income to meet the greater part of recurrent Defence Costs.
(Hon. Sir Sidney Gordon, Hon. Mrs. Joyce Symons, Hon. J.H. Bremridge and Hon. Hilton CHEONG-LEEN wish to reserve their position on this point.)
