Alternative Planning Proposals

Because it was considered that the Committee had over- reacted to the expressed public comment in favour of open space, and with a view to obtaining a more reasonable direct return to public revenue while leaving the Committee's planning concept basically unaltered, the Government Town Planner, on the instructions of the Director of Public Works, has prepared an alternative land use zoning plan annexed. The alternative proposals prepared by the Government Town Planner could bring a net revenue return of around $893 million, an increase of $245 million over the revenue attributable to the Committee's final planning proposals.

The principal changes proposed are, rezoning of the commercial strip fronting Queensway to commercial/residential and its expansion southwards around a central pedestrian square. A certain degree of residential zoning in the eastern section bounding Kennedy Road have been reintroduced, and an access from Kennedy Road to serve this residential development has been included. The institution/community zone embracing the clinics and swimming pool
at the eastern end has been deleted and retention of Block E is no longer possible. There has been a reduction of about 3 hectares in the area zoned for open space in the Committee's final planning proposals. The park concept in the western section of the planning area remains unaffected.
