Memorandum XCC(77)82 (Annex A), which was discussed on 8th November 1977, argued that the Victoria Barracks Planning Committee's Final Report had probably gone too far to meet public comment in seeking to make the greater part of the barracks area into a public park. It accordingly proposed an alternative plan which would follow the Planning Committee's proposals that the western end of the Barracks area should be made a public park, but proposed residential development in part of the eastern end. The Public Works Department's alternative proposals, which are shown at the Annex of memorandum XCC(77)82 (Annex A), were recommended for Honourable Members' consideration on the grounds that they were better planning and that they would increase the revenue deriving from the site.

Following discussion in the Council, the Governor in Council ordered that discussion of the memorandum should be deferred to allow Honourable Members further time for consideration. The memorandum was then considered by a sub-committee of UMELCO resulting in the submission of a letter to the Chief Secretary on 9th March 1978, a copy of which together with a plan is at Annex B.

The layout proposal follows the concept of the alternative proposals prepared by the Public Works Department (Annex of memorandum XCC(77)82 (Annex A)) at the eastern end, except that rather more residential development is provided than originally proposed. This may be possible and indeed the Public Works Department layout was not intended to exclude this possibility if it should be found to be appropriate on detailed examination. At the western end, however, UMELCO proposes that, with the exception of the Supreme Court reservation, all the Government use should be omitted and that the use of the whole of the western half of the Barracks area should be determined at a later date, with a view to selling it over the years for residential use.
