On 16th May 1978, having considered memorandum XCC(78)40, Honourable Members advised and the Governor DESK OFFICE? ordered;

that the planning proposals contained in Plan No LH 4/46 (annexed to memorandum XCC(77)82) should be approved, subject to the relocation of the proposed Government building from the western end of the area to a site fronting on to Queensway immediately east of the new Supreme Court site;

that Government should engage consultants to advise on the development of the western half of the area for park and leisure time activities, including the identification of any areas that were unsuitable for such purposes;

that a draft press release, including a plan, should be submitted to the Council after members of the Victoria Barracks Planning Committee had been informed of the decision,

In accordance with the decision recorded in sub- paragraph (c) above, the Victoria Barracks Planning Committee was reconvened and informed of the Governor in Council's decision. Generally speaking the members of the Committee agreed that the proposals were acceptable to them, but they did not feel that at this state, the Committee could go beyond the issue of a press release simultaneously with the Government's own statement. The Committee's draft is at Annex A.

In normal circumstances, a simple press release announcing the Government's decision would probably be accept- able to the press and public, but after many months of public wrangling, rumours and debate, a decision is necessary on whether the Victoria Barracks Planning Committee's report, or at least its proposed layout, should be published in addition
