MEMORANDUM FOR EXECUTIVE COUNCIL

VICTORIA BARRACKS

On 13th June 1978, after considering memorandum XCC(78)53,

the Council advised and the Governor ordered:

(a) that the draft statement at Annex C to the memorandum

should be re-written to:

make it clear that the area referred to the Victoria Barracks Planning Committee was not the whole area being handed over to the Government;

describe the two areas excluded, state the reasons for their exclusion and possible plans for their future use; and

make the case for the approved plan more persuasive by mentioning such factors as:

(i)

(ii)

the removal of the proposed Government buildings from the area designated for recreational and leisure activities, the absence of through vehicular access to Cotton Tree Drive,

(iii)

the comparison with the area of the

Botanic Gardens,

(iv)

the fact that the eastern end of the

area is already heavily built-up,

(v)

(vi)

the reasons for employing consultants to advise on the development of the western end of the area,

the strong views that had been expressed in some quarters for

more intensive development of the area;
