be achieved only by control written

into the lease conditions in respect

of building height, coverage, plot

ratios, disposition, massing, etc.

The Committee is fully aware of the

implications of the restrictions

proposed on revenue from land sales

but feels that what may be lost in

revenue will be gained in social

value and civic pride.

In view of the importance of the area,

the Committee recommends it to be

designated a "Special Planning Area"

and any development within the area

to be subject to special approval of

the Governor-in-Council.

To ensure good planning and arch- itecture along the Queensway frontage,

the Committee further recommends that

the development of the commercial

zone be undertaken by a single

developer; to achieve this end,
