Accessibility, Internal Traffic and Pedestrian Movements
26.1.
As the Committee's final proposals
reduce considerably the area for
private development and the
Government reservation, it would
be both unnecessary and undesirable
for environmental reasons, to
maintain an east-west vehicular
corridor. Vehicular traffic,
therefore, should be restricted
to the eastern and the western
ends freeing the middle section
of the existing road for pedestrian
movement only except for emergency
and service vehicles. This section
of the existing road should be
improved and landscaped as a
promenade linking the open space,
recreational and community
