The squash courts building was an
exception which the Committee recommended to
retain for the time being.

The Committee found a group of small
buildings including a swimming pool worth retaining
and suitable for community use. The buildings
presently used as a club house, a medical clinic
and a dental clinic are rather small but their sites
could be redeveloped for institution or community
use. The Committee, therefore, decided to recommend
the retention of these buildings together with the
swimming pool and accordingly zoned the area for
institution and community use.

The Committee, having determined the
use of Flagstaff House and other buildings, next
considered the appropriate land use of the planning
area. A zoning plan was prepared for publication
together with a report of the Committee's preliminary
proposals for land uses to invite comments from the
public. However, it was felt that a zoning plan
would not provide sufficient information to
stimulate public interest. Instead, it was decided
that a layout plan should be published which would
illustrate the possible forms of development in
