This recommendation accords with the Public Works Department's proposals, but it must be accepted that it is the most controversial part of them, as the Victoria Barracks Planning Committee designated most of this area as a public park.

From a traffic point of view, neither of the access points is good and unless it is decided that there is to be intensive development of the area (in which case the traffic arrange- ments will have to be replanned) the official view is that the limited access, proposed in the final report of the Planning Committee and maintained in Public Works Department's scheme, will preserve a better environment and avoid the use of the roads through the Barracks as an alternative through route.
