GARDEN EXTENSIONS
On 20th December 1977, having considered memorandum XCC(77)96 (annexed), the Council advised and the Acting Governor ordered:
that discussion of this memorandum should be adjourned, pending the preparation of a further memorandum setting out proposals for future policy on the extent to which areas granted exclusively for garden purposes should be allowed to count for plot ratio and coverage in modifications of related building lots.
Principles Governing the Grant of Garden Extensions

A review of the historical principles governing the grant of garden extensions indicate that:
(a) they have been made almost invariably in low density
development areas;
(b) they have been attached to lots restricted to single
residences;
(c) they have been subject to a condition that no buildings
be erected thereon; and
(d) they have been excluded from counting for site
coverage or plot ratio purposes, both at the time of grant and, where applicable, on modification.
From the conditions listed above it is clear that garden extensions have been granted purely for amenity purposes and have not been allowed to add to the development potential of the parent lot.
Review of Policy

The basic policy rule governing the grant of garden extensions to lots is that the land comprising the extension must be incapable of
