1. I submit a draft reply and Background Note to the attached PQ put down by Mr Roger Sims MP (Conservative Bromley, Chislehurst).
2. Mr Sims is a member of the Anglo-Hong Kong Parliamentary Group and put down two PQs on Hong Kong in 1977. One concerned the establishment of a new medical school and hospitals in Hong Kong and the other asked for details of the expansion of the full-time student population in Hong Kong.
3. The draft reply is based largely on information received from Hong Kong.
