The 1976 By-census conducted by the Census and Statistics Department showed that there were 156, 390 persons (or 38, 650 households) found in 32, 460 living quarters in the following categories: squatter huts, rural rustic dwellings, village type/simple stone houses, premises not for domestic purposes but occupied as such (workshops, storerooms etc) in the urban areas and Tsuen Wan. The two sets of results do not square because different definitions were used in the two surveys. The Census and Statistics Department used living quarters as counting units and a de facto method in enumerating households and persons; whereas the Housing Department used domestic and non-domestic structures as counting units and a de jure method to enumerate families and persons. For practical purposes, the Housing and Census and Statistics Departments have jointly worked out a set of realistic estimates of squatter structures, families and persons for future planning. Data from the March 1977 Labour Force Survey was used as an independent check on both 1976 surveys. This set of estimates is as follows:

A new survey of structures began on 9th June 1976, During the survey period, no demolition action was undertaken and new squatting mushroomed in some districts especially Yuen Long and Tai Po. This made it necessary periodically to stop the survey and to demolish the new structures in order to contain the situation,

The survey has been completed in all NT districts except Tai Po where it is about 80% completed. However, develop- ment areas and squatter blackspots have been surveyed and priority is being given to demolition. When the staffing position improves, possibly in 1979, the survey will be resumed.
