Dear Sir,
The Secretary of State for Foreign and Commonwealth Affairs has asked me to reply on his behalf to your letter dated 4th September, 1978 to Hier Majesty the Queen.
I have been asked to say that the Hong Kong Government is very much aware of the problems facing the large squatter factories which will have to be cleared at North Tsuen Wan. In recognition of these problems, the standard rate of ex-gratia cash compensation has been increased from $20 per square foot to 434 per square foot and the marimin limit of ex-gratia cash compensation of $100,000 has also been removed.
The removal of the maxinun limit of ex* gratia cash compensation vill enable the larger working space occupied by the bigger squatter factories to be fully taken into account in the calculation of the ex-gratia compensation at the new rate. It is noted that all the twenty two large squatter factories in Tsuen Wan will benefit substantially from this new policy and that the largest one will receive more than $1 million in ex-gratia cash compensation instead of $100,000 under the old one.
